The entire national PAD-US 1.1 (CBI Edition) is available for free download as an ESRI geodatabase, shapefile and layer package.

Due to the file size (nearly 1gb) download time may be significant. We recommend that you use at least an average  high speed internet connection (1.544 Mbps). At that connection speed, download time will be on average 1 hour (times will vary depending on speed and server load).
